James was born at Woorndoo, VIC in 1899 to Charles Moore and Marianne Young. James had three brothers, Peter, George and David, who are also remembered in the Avenue.

James enlisted at Bacchus Marsh, VIC in the AIF, 22nd Battalion, A Company on the 6th of February 1915 aged about 16 - he stated that he was 18. He embarked aboard the HMAT A38 Ulysses in May, disembarking in Egypt some time later.

In the first week of September 1915 James landed at Gallipoli. He was admitted to a Casualty Clearing Station in November suffering from diphtheria and transferred to Malta before rejoining his unit in Egypt in March and proceeding to France. He spent some time in hospital in August before rejoining his unit in December. In January 1917 he was admitted to hospital in Rouen, France suffering from trench feet. Shortly afterwards he was transferred to Northampton Hospital, England for two months. James transferred to the 66th Battalion in April before transferring back to the 22nd Battalion in September, joining them in France in October. In March 1918 James spent four months in hospital in France before being admitted to the 1st Southern General Hospital, England, suffering from adenitis - neck.

In December 1918 James married Jessie Brown. Two days later he was AWL for two days and confined to barracks for five days and lost a day's pay. He was to repeat this offence twice more before he and his wife embarked aboard the Mahana in September 1919, returning to Australia in November. James was discharged from the AIF in April.

James died at Kew, VIC in 1975, aged 75.

He is listed on the Roll of Honour for Bacchus Marsh, held by the RSL at Bacchus Marsh.
